SECTION 504

What is Section 504?

The U.S. Department of Education enforces Section 504 of the Rehabilitation Act of 1973, as amended, (Section 504) a civil rights statute which prohibits discrimination against individuals with disabilities. The Office  for Civil Rights (OCR) also enforces Title II of the Americans with Disabilities Act of 1990 (Title II), which extends this prohibition against discrimination to the full range of state and local government services, programs, and activities (including public schools) regardless of whether they receive any Federal financial assistance.  The Americans with Disabilities Act Amendments Act of 2008 (Amendments Act), effective January 1, 2009, amended the Americans with Disabilities Act of 1990 (ADA) and included a conforming amendment to the Rehabilitation Act of 1973 (Rehabilitation Act) that affects the meaning of disability in Section 504. The standards adopted by the ADA were designed not to restrict the rights or remedies available under Section 504. The Title II regulations applicable to free appropriate public education issues do not provide greater protection than applicable Section 504 regulations. This guidance focuses primarily on Section 504.

Section 504 requires that school districts provide a free appropriate public education (FAPE) to qualified students in their jurisdictions who have a physical or mental impairment that substantially limits one or more major life activities.

Section 504 prohibits discrimination on the basis of disability in programs or activities that receive Federal financial assistance from the U.S. Department of Education.

Dyslexia Awareness Month

Mission Statement:

The mission of the dyslexia program is to identify and provide instructional services that meet the unique learning needs of students in our district who have dyslexia characteristics so that they may have better opportunities to be successful as they meet the challenging curriculum and prepare for life. 

Talking Book Program

The Talking Book Program (TBP) provides free library services to qualifying Texans with visual, physical, or reading disabilities. TBP is part of the National Library Service to the Blind and Print Disabled, a program administered by the Library of Congress. The TBP collection consists of more than 100,000 titles, including hundreds of titles in Spanish, and some in French, German, Russian, and other languages.

Multi-Tiered Systems of Support (MTSS)

MTSS Overview

WHAT IS MTSS?

Multi-Tiered Systems of Support (MTSS) is a whole-child approach that integrates academic, behavioral, and social emotional instruction and support. MTSS optimizes student growth through a proactive, preventive framework comprised of multiple layers, or tiers, aligned to the varying needs of our students.

With implementation fidelity, MTSS has the power to close achievement gaps and address the critical needs of all students including those served by special programs such as Bilingual, Gifted and Talented, Emergent Bilinguals, 504/Dyslexia, and Special Education.

Students are monitored to make sure they are learning and meeting the expected goals of their current grade level. If students are identified as struggling or "at risk", they are provided the support needed to learn. Progress is frequently monitored and reviewed.

The mission of the Laredo Independent School System is that all students graduate as bilingual, bi-literate, and be responsible adults with necessary skills to succeed in higher education, the work force or the military. It is our goal for all students to have the resources and instruction necessary to reach their full potential while receiving a free and appropriate public education.

Laredo ISD is committed to following the MTSS process for students with academic and behavioral needs as part of a student support team (MTSS team). LISD is dedicated to students achieving their maximum potential through collaborative, supportive and continuous efforts. LISD will ensure that interventions are appropriately selected with fidelity of implementation.
