Goals
The goals for the 2006– 2007 school year reflect a change in the philosophy about the importance of bilingualism in our community, state and nation. This new set of goals will require changes in attitudes, policies and practices. All stakeholders in the LISD will need to “bite the bullet” and forge ahead into a new reality if we are to prepare our youth for the challenges in this new century. The following goals are based on new theories of learning and on the realities of our times:

Goal 1
To review existing policies regarding the achievement of LEP students and to develop a coherent and consistent set of policies that articulate the aim of LISD to provide an instructional program for all children that ensures fluency in English and Spanish, dual literacy and high academic achievement in all areas of the curriculum. Note: Although legal policies for special populations are provided to us by TASB, we need our own local policies to reflect the needs of our district.

Goal 2
To develop an intense training program for administrators, school board members and other local community leaders in the philosophy and theories that support the need for high quality bilingual programs in order that they may demonstrate strong leadership on behalf of these programs.

Goal 3
To develop a comprehensive staff development program for bilingual/ESL certified teachers and other instructional staff (content area teachers not directly engaged in teaching languages) to help them design an instructional program that recognizes the importance of language and literacy and is driven by current theories of learning in two languages and current theories of how children learn to read and how every teacher is a language and reading teacher.

Goal 4
To develop a parental and community involvement program that promotes partnerships in the education of their children.

Goal 5
To improve collaboration with other programs and to do a comprehensive budget analysis with greater participation by program supervising staff in order to maximize the convergence and use of funds to meet district programmatic goals.

Goal 6
To seek adequate funding in order to reach the goals of developing a high quality bilingual education program for all students.
